Artículo primero. Para vender o distribuir abonos simples o mezclados, se requiere que el importador o fabricante haya registrado previamente tales productos ante el Ministerio de Agricultura. Una vez efectuado el registro, se expedirá copia en papel sellado, al interesado, la cual tendrá el carácter de licencia para poder distribuir o vender el producto en el territorio de la República. El Ministerio de Agricultura pasará copia de tal registro al Laboratorio Químico Nacional para los efectos posteriores a que haya lugar.
