El presidente o el secretario técnico de la Comisión podrán invitar a los funcionarios y representantes de las entidades públicas o privadas, expertos y otras personas naturales o jurídicas, cuyo aporte estime puede ser de utilidad para los fines encomendados a esta. Los invitados tendrán voz, pero no voto.
