Artículo trece. Ninguna autoridad distinta del Instituto Nacional de Higiene "Samper - Martínez" podrá expedir licencias o patentes para el establecimiento de fábrica de bebidas fermentadas a que se refiere los artículos 1º, 2º, 3º, 4º, 5º y 6º del presente Decreto.

Parágrafo

El Instituto Nacional de Higiene podrá delegar esta facultad en los Directores de los centros de Higiene o en otra autoridad cuando así lo estime conveniente. Para ello será necesaria la autorización escrita del Director del Instituto Nacional de Higiene.
