Las asociaciones racionales inscritas deberán ofrecer cursos de capacitación sobre temas de interés para los radioaficionados.

Parágrafo

Los cursos de capacitación deberán realizarse con una intensidad mínima de dos (2) veces al año, e informar al Ministerio de Comunicaciones de la programación de los mismos.
