Si la Aduana no hubiere recibido el ejemplar de la factura certificada, y el introductor o consignatario sí, y lo presentare a la Aduana en debida forma, siempre se procederá al reconocimiento de las mercancías; y si de éste resultare que el contenido de los bultos no se conforma con el respectivo manifiesto, se condenará al introductor a pagar los derechos de introducción conforme a la Tarifa, y además una multa del 10 por 100 adicional.

Parágrafo

En este caso, los bultos serán abiertos y examinados uno por uno para verificar su exactitud con la factura.
