Articulo 4° Los "préstamos de rehabilitación" tendrán la garantía del Gobierno Nacional, en las condiciones que se determinarán en contratos celebrados entre el Gobierno y el Banco Popular; tal garantía deberá constituirse con base en los documentos que se expidan para respaldar el empréstito a largo plazo que conceda en virtud de ley el Gobierno Nacional al banco popular para la absorción de sus perdidadas y su capitalización.
