los Magistrados de los Tribunales Superiores de Distrito Judicial, y los Magistrados de los Tribunales Seccionales de lo Contencioso Administrativo, serán elegidos por la Corte Suprema de Justicia, los primeros, y por el Consejo de Estado los segundos, dentro del término de sesenta (60) días contados a partir del once (11) de enero de mil novecientos cincuenta y nueve (1959).
