º En el Ministerio de Relaciones Exteriores se abrirá un libro, dividido en dos partes, denominado Especialización Diplomática y Consular. En su primera parte tendrán derecho a ser inscritos aquellos que posean el diploma de Especialización Diplomática y Consular, los cuales constituirán el personal de primera categoría; y en su segunda parte, aquellos que tengan el Certificado de Estudios de Especialización Diplomática y Consular, quienes formarán el personal de segunda categoría.
