Articulo 1 Mientras dure el presente estado de sitio, el Gobernador del Departamento en su condición de Presidente del Consejo Superior Universitario podrá ordenar, por el tiempo que considere conveniente, la suspensión de las tareas docentes y académicas de la Universidad del Valle o de alguna o algunas de sus divisiones. También podrá tomar las demás medidas académicas, administrativas o disciplinarias que los Estatutos y otras normas vigentes atribuyan al citado Consejo Superior Universitario, excepción hecha de la aprobación del presupuesto anual y la creación de unidades docentes o investigativas.
