El Gobierno Nacional promoverá las gestiones conducentes para reunir en esta ciudad, el mes de mayo de 1940, un Congreso de Jurisconsultos de la América Hispana, que se llamará Congreso Santanderista, cuyos temas científicos de estudio se fijarán oportunamente por el Ministerio de Educación Nacional, teniendo en cuenta la posibilidad de establecer un criterio de legislación uniforme sobre principios jurídicos comunes a los distintos países americanos de habla castellana.
