Para ascender al grado de Capitán o Teniente de Navío, se requiere hacer y aprobar un curso que se denominará "Básico de Capacitación", en cual tendrá una duración no inferior a seis (6) meses. Los oficiales de las Armas del Ejército, los del Cuerpo de Infantería de Marina de la Armada y los de Vuelo y de Infantería de Aviación de la Fuerza Aérea, para ingresar a este curso deberán haber adquirido con anterioridad una especialidad de combate, de acuerdo con reglamentación que expida el Gobierno.
