Art. 2º Si en la liquidación que se haga del Presupuesto para 1910 se hallaren partidas de gastos votados por esta Ley que no se funden en ley preexistente, siempre se incluirán en dicha liquidación los que están dentro del inciso 18 del artículo 76 de la Constitución.
