Toda solicitud de exención de derechos de aduana se presentará por escrito al Director General con cita de la ley, tratado público o contrato que la autorice. El certificado que expida el Director General sobre la legalidad de la exención solicitada, se presentará a la aduana junto con el manifiesto, menos en los casos en que la correspondiente ley o contrato disponga otro procedimiento.
