Para poder explotar un aeródromo o aeropuerto, se requiere que el empresario compruebe ante el Gobierno su capacidad administrativa, técnica y financiera en relación con las actividades que se propone desarrollar, y que obtenga el permiso correspondiente. Estos permisos deben someterse a renovación periódica.
