Adiciónase el siguiente numeral al artículo 98 del Estatuto Orgánico del Sistema Financiero:

"5. Con el propósito de garantizar el derecho de los consumidores, las instituciones financieras deberán proporcionar la información suficiente y oportuna a todos los usuarios de sus servicios, permitiendo la adecuada comparación de las condiciones financieras ofrecidas en el mercado. En todo caso, la información financiera que se presente al público deberá hacerse en tasas efectivas. El Gobierno Nacional, mediante normas de carácter general, determinará la periodicidad y forma como deberá cumplirse esta obligación."
