Los Jurados Electorales y sus Secretarios incurrirán en llena igual a la indicada en el artículo anterior, cuando omitieren o alteraren la numeración de las cédulas o el nombre del ciudadano en las listas parciales que deben pasar a dos Jurados de Votación, o se negaren a expedir los certificados de que trata el artículo 3° del Decreto número 544 de 1935.
