El Gobierno tomará las medidas necesarias y suficientes a efecto de que ningún funcionario vise pasaportes de ingreso al país mientras el interesado no compruebe, en la forma que el reglamento señale, que está en posesión de su carnet sanitario con los requisitos que consagra el artículo 3º de esta Ley.
