Se exceptúan de la disposición que contiene el artículo 1°. de esta Ley los papeles, documentos o libros que el Gobierno disponga mandar temporalmente fuera de la Nación para asuntos que se relacionen con la seguridad o derechos del Estado; pero es entendido que tales cosas volverán al país una vez que se haya llenado el objeto para que fueron sacadas.
