Una vez concluido el proceso de sustitución contemplado en esta ley, no podrán circular vehículos de tracción animal por las vías del territorio nacional, quedando exentos de esta medida los vehículos de tracción animal destinados a actividades turísticas, recreativas y agrícolas en zonas rurales, de acuerdo a las normas que expedirá de manera conjunta el Ministerio de Agricultura y Desarrollo Rural, el Ministerio del Deporte y el Ministerio de Comercio, Industria y Turismo.
