º. El Consejo será presidido por el miembro que él designe, y sus decisiones serán tomadas por mayoría de votos. Los Ministros de Hacienda y Crédito Público y de industrias tendrán voz en dicho Consejo, por sí o por medio de sus Secretarios. En caso de asistencia personal de dichos Ministros, uno de ellos presidirá el Consejo.
