° Para que puedan cumplir eficazmente su misión de facilitar la expedición de la cédula y corregir las irregularidades que en ella encuentren, los Inspectores distribuirán el tiempo fijado al ejercicio de sus funciones de manera que alcancen visitar todos los Municipios del respectivo Departamento, dando preferencia a aquellos en donde, por las informaciones oficiales o privadas que hayan recibido, sea más deficiente el proceso de cedulación.
