º . El artículo 3º del Decreto 2569 de 1993 quedará así: "Artículo 3º. Cubrimiento de la Garantía. La garantía de la Nación sobre las operaciones de seguro de crédito a las exportaciones que amparen riesgos políticos y extraordinarios, solamente se hará efectiva cuando resulte insuficiente o se agote la reserva técnica a la cual se refiere el artículo décimo sexto del presente decreto".
