Con el fin de lograr el saneamiento contable de los estados financieros de la Nación, el Ministerio de Hacienda y Crédito Público hará los registros contables y en consecuencia, extinguirá los derechos y obligaciones de pago derivadas de créditos de presupuesto y acuerdos de pago suscritos con entidades estatales cuya liquidación se hubiere cerrado con anterioridad a la entrada en vigencia de la presente ley.
