Crease como sección del Conservatorio Nacional de Música una Escuela de Lecturas y Declamación, que reglamentara el Gobierno y para lo cual podrá este contrata un profesor español. Destinase parta el servicio de esta Escuela la suma anual de dos mil cuatrocientos pesos ($ 2,400), que se incluirá en la Ley de Apropiaciones.
