Están obligados a cubrir el subsidio familiar establecido por el artículo 7º del Decreto 0118 de 1957, y contribuir para el sostenimiento del servicio nacional de aprendizaje SENA, creado por el artículo 8º del mismo Decreto, todos los patronos y establecimientos públicos descentralizados con capital de cien mil pesos ($ 100.000.00) o más, o aquellos que ocupen un número de trabajadores permanentes no inferior a veinte (20) cualquiera que sea el monto de su capital.
