De conformidad con lo dispuesto en el artículo 1° de la Ley 7ª de 1944, el “PROTOCOLO FACULTATIVO DE LA CONVENCIÓN CONTRA LA TORTURA Y OTROS TRATOS O PENAS CRUELES, INHUMANOS O DEGRADANTES”, ADOPTADO EN NUEVA YORK, EL 18 DE JULIO DE 2002, MEDIANTE RESOLUCIÓN A/RES/57/199 DE LA ASAMBLEA GENERAL DE LAS NACIONES UNIDAS ” , que por el artículo primero de esta Ley se aprueba, obligará a la República de Colombia a partir de la fecha en que se perfeccione el vínculo internacional respecto del mismo.
