Las divisas para pagos en moneda extranjera, con cargo al Presupuesto Nacional, para el servicio de la Deuda Pública Externa, diplomáticos, organismos internacionales y compromisos contractuales distintos de los originados en importaciones, se tomarán de las reservas internacionales y el valor de las mismas se deducirá de las entregas en moneda nacional que deben hacerse al Gobierno por concepto de utilidades de la cuenta especial de cambios.
