Artículo segundo. De la responsabilidad de que trata el artículo anterior podrán desligarse las Oficinas de Control de Cambios y Exportaciones mediante la verificación de liquidaciones adicionales, hechas de acuerdo con los avisos de observaciones de la Contraloría General de la República, que deberán notificarse a los deudores del Tesoro y pasar, para su cobro, al respectivo Administrador o Recaudador de Hacienda Nacional.
