Las órdenes a cargo del Tesoro de la Nación se expedirán por el Ministro o por el Jefe de la oficina que pueda disponer de la apropiación o del fondo contra el cual dichas órdenes son giradas, o por el subalterno que uno de ellos designe con tal fin.
