Artículo único. De la partida apropiada en el Presupuesto para construcción de cuarteles, destínanse las siguientes partidas anuales para los cuarteles de Cali, Cúcuta, Cartagena, Tunja, Manizales, Bucaramanga, Ibagué y Pasto:

Para la verificación de estos trabajos, el Gobierno puede prescindir de la licitación pública y llevarlos a efecto por administración.
