La Nación procederá a construír en las ciudades de El Carmen y Majagual (Departamento de Bolívar), dentro del perímetro urbano, sendos edificios con todas las condiciones que la técnica moderna en el ramo pedagógico indique, destinados al funcionamiento de colegios de bachillerato para varones.
