Con el preciso y exclusivo objeto de que pueda dar cumplimiento a las disposiciones de la presente Ley, en cuanto ello exceda el ejercicio de la potestad reglamentaria, invistese al Presidente de la República de facultades extraordinarias de acuerdo con el numeral 12 del articulo 76 de la Constitución, hasta el día 20 de julio de 1960. Los decretos que se dicten en uso de estas facultades, serán sometidos previamente a la aprobación del Consejo de Ministros.
