Adiciónese el siguiente inciso y parágrafo al artículo 356 de la Constitución Política:

. La ciudad de Medellín se organiza como Distrito Especial de Ciencia, Tecnología e Innovación. Su régimen político y fiscal será el previsto en la Constitución y las leyes especiales que para el efecto se dicten.

Parágrafo

La ciudad de Medellín como Distrito Especial de Ciencia, Tecnología e Innovación y las demás ciudades que se organicen como distritos especiales no estarán obligados a efectuar ajustes administrativos que aumenten sus costos. La ley podrá crear mecanismos adicionales a los existentes que fomenten y promocionen desarrollos en ciencia, tecnología e innovación.
