OBLIGATORIEDAD DE LA QUEJA . Todo aquel que se entere de la ocurrencia de un hecho que pueda constituir falta disciplinaria, deberá ponerlo en conocimiento de su respectivo superior, suministrando toda la información y pruebas que posea. Si el superior considera que no es el competente para ordenar la investigación la remitirá al competente mediante auto de sustanciación.
