º. Las Instituciones de Educación Superior, oficiales y no oficiales, podrán recibir ayuda técnica y financiación complementaria del Estado para programas de Educación Superior Abierta y a Distancia , siempre que sus proyectos tengan la debida justificación en relación con las necesidades locales, regionales o nacionales y presenten la adecuada calidad administrativa, científica, pedagógica y técnica. En la evaluación y decisión sobre dichos proyectos, el ICFES tendrá en cuenta lo dispuesto en los artículos 32, 33, 45 y 158 del Decreto-ley 80 de 1980.
