Artículo primero. La adjudicación de becas con cargo al Tesoro Público para establecimientos oficiales de la nación,Departamentos,Intendencias,Comisarias, Municipios y Distrito Especial de Bogotá, y no oficiales de educación, se hará por riguroso concurso a partir de la vigencia del presente Decreto.
