Art. 21. Los buques que pasen de uno a otro mar por el canal, pasarán con las escotillas cerradas i selladas por la aduana del puerto a que lleguen en uno de los estremos del canal; i recibirán a bordo uno o mas empleados del Gobierno, para que durante el tránsito por el canni vijilen que no se desembarque nada de lo que conducen. Mas, si despues de haber pasado el canal, el dueño de cualquier buque quisiere desembarcar i vender el cargamento en el puerto del estremo en que tome tal resolucion, se permitirá la descarga, previas las formalidades legales.
