Para los efectos de que trata el artículo 8º de este Decreto y sobre las minas allí enunciadas, el Ministerio directamente o a través de las gobernaciones, intendencias y comisarías, o de las alcaldías municipales, ejercerá la vigilancia e inspección en orden a establecer, en cualquier tiempo, si se encuentran o no en explotación comercial.
