Art. 13. Una hora ántes de cerrarse la oficina o en cualquiera otro caso de urjencia, los Jefes de Seccion, por el órden numérico de éstas, pondrán a la firma del Secretario las piezas oficiales que deban ser suscritas por él, las cuales no contendrán enmendaturas, rapaduras ni entrerenglonaduras, i una vez firmadas, ordenarán que por los respectivos escribientes se cierren i rotulen, entregándolas al portero para su direccion.
