Les es prohibido a los Telegrafistas de las .oficinas repetidoras y a los de las destinatarias, discutir y rechazar cualquier telegrama que les sea transmitido, pretextando que no está de acuerdo con las disposiciones sobre franquicia, pero, tendrán el deber ineludible de dar cuenta al Ministerio de Correos y Telégrafos de las infracciones que observen, so pena de incurrir en una multa igual al valor del despacho cuando éste sea manifiestamente de carácter particular o privado y como tál se califique.
