Los actos y contratos que celebre el Fondo se regirán por las normas del derecho privado, salvo los contratos de obra pública que se celebren en el país y de empréstito, que se regirán por las disposiciones del Decreto extraordinario 222 de 1983 y los actos de naturaleza administrativa que se regirán por el Código Contencioso Administrativo. Las donaciones que reciba el Fondo no requieren de insinuación judicial y se podrán aceptar sin procedimiento especial, a juicio del Ministro de Relaciones Exteriores.
