Adóptanse las conclusiones aprobadas por la Primera Conferencia Técnica Interamericana de Aviación, reunida en Lima en 1937, sobre creación de la Comisión Aeronáutica Permanente Americana (C.A.P.A.). En consecuencia, las funciones que habría de desempeñar la Comisión Nacional de Aeronáutica de Colombia, se le adscriben a la Dirección General de Aeronáutica Civil, creada por el artículo anterior.
