° aclarase el artículo 4° del decreto legislativo numero 2363 de 1944 (octubre 3), así: La nación procederá a emitir la cantidad de ciento cincuenta mil pesos ($150.000) en documentos de crédito público a su cargo y a favor del instituto de crédito territorial, con interés del cuatro por ciento (4%) anual, pagaderos en el transcurso de quince (15) anos por el sistema de amortización gradual, con el fin de que dicho instituto pueda hacer préstamos directos a las asociaciones de obreros o empleados que tengan el objeto de construir casas de habitación para sus afiliados.
