Facúltase a la Junta Monetaria para que, previo concepto de la Superintendencia de Comercio Exterior, fije el valor mínimo de reintegro para determinadas exportaciones, con los siguientes propósitos

Defender un adecuado nivel de precios para las exportaciones colombianas en los mercados externos, y

Prevenir la subfacturación de exportaciones.

Parágrafo

Cuando se trate de fijar reintegro mínimo a las exportaciones de café, se requerirá el concepto previo del gerente de la Federación Nacional de Cafeteros de Colombia.
