Es un servicio público promovido por el estado con el propósito de que las personas de recursos económicos limitados puedan acceder al ejercicio de su derecho al descanso y al aprovechamiento del tiempo libre, mediante programas que les permitan realizar actividades de sano esparcimiento, recreación, deporte y desarrollo cultural en condiciones adecuadas de economía, seguridad y comodidad.

Parágrafo

Entiéndase por personas de recursos económicos limitados aquellos cuyos ingresos familiares mensuales sean iguales o inferiores a dos (2) salarios mínimos legales mensuales vigentes.
