El auxilio decretado por el artículo anterior será incluído en el Presupuesto de la próxima vigencia fiscal y de la siguiente, a razón de ciento cincuenta mil pesos ($ 150.000). Si así no se hiciere, el Gobierno queda autorizado para abrir los créditos adicionales o hacer las traslaciones que fueren necesarias dentro de los mismos Presupuestos, a fin de darle estricto cumplimiento a esta Ley.
