Los contratos que celebre el Ingeniero Administrador necesitarán para su validez de la aprobación del Ministro de Obras Públicas, si- su valor fuere menor de mil pesos ($ 1,000); de la aprobación del Poder Ejecutivo, si fueren de mil pesos o más, y del concepto favorable del Consejo de Ministros, si su valor excediere de tres mil pesos ($ 3,000), y serán luego elevados a escritura pública.
