º. El Instituto Nacional de Fomento Municipal estudiará los planes presentados, por medio del Departamento Técnico, y los observará o impartirá su aprobación, dentro del mes siguiente a la fecha de su presentación. Dichos planes serán llevados a la aprobación de la Junta Directiva del Instituto Nacional de Fomento Municipal y del Gobierno Nacional, de conformidad con lo ordenado en el artículo 3º del Decreto número 2838 de 1954.
