Los Gobernadores, Intendentes o Comisarios podrán designar, previa autorización escrita del Ministerio de Relaciones Exteriores, dentro de las oficinas Seccionales de pasaportes a los funcionarios encargados de expedirlos cuando no existan en dicha oficina empleados nombrados directamente por el Ministerio de Relaciones Exteriores para tal efecto.
