El Gobierno procederá a contratar, a la mayor brevedad, con una compañía europea que preste las suficientes garantías, el estudio de las obras necesarias para poner los puertos de Cartagena y Buenaventura y la Bahía de la isla de San Andres en estado de ofrecer a los buques que toquen o puedan tocar en ellos la seguridad, ventajas y comodidades más apetecibles para el tráfico marítimo y para el euclaje.
